Public Obligations (Storage and Availability)
For the scheduled collection system to function efficiently, every occupier of a premises must adhere to specific storage requirements:
- Secure Storage: Waste must be stored in containers that prevent the escape of waste, liquids, or objectionable odors.
- Pest Prevention: Containers must be designed to prevent infestation by pests or vermin.
- Collection Schedule: Occupiers must comply with the prescribed schedule for making their waste available for collection and subsequent transportation.

Transportation and Haulage
- Haulage License: Any person or entity that transports waste for reward (a commercial operation) must hold a Waste Haulage License issued by the Authority.
- Household Exemption: The requirement for a Haulage License does not apply to the owner or tenant of a property transporting their own household waste, including bulky items.
- Safety Requirements: All waste transportation is subject to requirements for managing wastes during transport.
- Commercial Exclusion: Businesses that generate industrial, commercial, or institutional waste are prohibited from using the waste storage containers provided for use by households.
